A shocking incident in Punggol has left a local resident perturbed after she caught a man in the act of defecating on a public stairwell. The event, which occurred on 23 February 2024, was recorded by CCTV and has since raised concerns about public hygiene and safety.

Shila Omar, a 36-year-old clinic executive, shared the footage online, expressing her disgust over the unhygienic condition left behind. She captioned her post, “This person was seen at my staircase area earlier and left the place in a very unhygienic condition. If anyone recognises him, please PM me. This is concerning for the safety and cleanliness of our block. Thank you. Super disgusting!”

What Happened?

  • At approximately 8.40 am, Shila noticed something unusual on the staircase landing as she was heading to work.
  • Upon closer inspection, she realised it was faeces.
  • Reviewing the CCTV footage revealed a man, dressed in a turquoise top and dark pants, defecating in the staircase.

Response to the Incident

Shila acted swiftly by contacting the Town Council, which dispatched a cleaner to the scene within an hour. Additionally, she filed a police report to ensure the issue was addressed. She remarked, “I do not know who he is. It is very unhygienic and inappropriate behaviour.” Such public acts can lead to legal repercussions, as the National Environment Agency (NEA) states that urinating or defecating in public is an offence under the Environmental Public Health (Public Cleansing) Regulations, with fines reaching up to $1,000 for first-time offenders.
