Improved Amenities for New BTO Residents Announced by Sun Xueling

The Housing and Development Board (HDB) is gearing up to enhance the move-in experience for residents of new large-scale Build-to-Order (BTO) estates. During a parliamentary session on 4 March 2024, Senior Minister of State for National Development Sun Xueling revealed findings from a multi-agency committee, set up to address the challenges faced by residents settling into these new flats.

Key Enhancements for New Residents

  • Access to transport—At least one bus service will be operational when the first batch of residents collect their keys.
  • Cooked food and groceries—Shops, including coffee shops and supermarkets, will be encouraged to open for business more quickly.
  • Childcare services—Centres are aimed to start operations within six months of residents moving in.
  • Sheltered linkways—Providing better connectivity to amenities, extending up to 200m from the project boundary.
  • Waste management—Improving disposal solutions to curb indiscriminate dumping during the move-in period.

Why These Changes Matter

New large-scale BTO estates, characterised by more than 3,000 units, often lack immediate access to essential services. As Sun noted, “Every estate is different and there can be project-specific issues that cause some variation.” The aim is to standardise certain amenities to improve the overall experience.

Addressing Previous Concerns

Complaints from residents in estates such as Tengah highlighted issues like limited public transport and insufficient facilities. The committee’s recommendations respond directly to these feedback points.

Enhanced Support for Local Shops

To make it easier for shops to serve new residents, the rent-free period for coffee shops and supermarkets will be extended to six months, provided they commence operations within the initial six months after obtaining their Temporary Occupation Permit (TOP). This is expected to help address issues of low foot traffic and support community engagement in the new estates.

A Focus on Childcare

Families with young children often feel the strain when moving into new estates. Therefore, HDB is working to ensure that childcare centres can open their doors quicker. By inviting operators to view the premises early in the construction phase, the aim is to facilitate a smoother launch of childcare services.

Future Developments

Ultimately, these improvements are designed to create a more welcoming environment for new residents, making their transition smoother and enhancing their quality of life. As reported, improvements will start taking effect from projects launched in July 2025.
