Chee Hong Tat Unveils Plans for Berlayar Estate Near Greater Southern Waterfront

The former site of the Keppel Club is set to undergo a significant transformation with the launch of Berlayar estate, providing about 7,000 public housing units in Singapore. Minister for National Development Chee Hong Tat shared the exciting details during the HDB Awards Ceremony on 23 September 2024, stating that the estate will be a vibrant addition to the Greater Southern Waterfront.

Key Features of Berlayar Estate

  • Housing Units: The estate will offer approximately 10,000 housing units in total, which includes 7,000 public flats and 3,000 private units.
  • First Project: The initial project, Berlayar Residences, will feature 870 Build-to-Order (BTO) units and 200 rental flats.
  • Size and Amenities: Covering around 48 hectares, Berlayar will include essential amenities like preschools, supermarkets, and eating houses.

Environmental Considerations

In recognition of the area’s rich biodiversity, an Environmental Impact Assessment (EIA) was carried out and community feedback incorporated into the plans. The estate will include:

  • Green Spaces: Up to 10 hectares—20% of the site—will be preserved for parks and wildlife corridors.
  • Ecological Connectivity: Four green corridors will facilitate movement between the Southern Ridges and the Labrador Nature Reserve.

Design Inspiration

Berlayar estate’s design reflects its coastal heritage. The apartment blocks will have staggered heights reminiscent of the nearby hills, while motifs inspired by local fauna will decorate the community spaces, including images of smooth-coated otters and mangrove horseshoe crabs.

Future Developments

Besides Berlayar estate, the Government has ambitious plans for public housing across Singapore, including in areas like Woodlands North Coast and Sembawang North. Chee highlighted that efforts are underway to deliver homes faster, with more Shorter Waiting Time (SWT) flats expected in the coming years.
