Canada and India Mend Diplomatic Relations Amid Controversy over Assassination

Leaders from India and Canada have taken significant steps towards restoring diplomatic relations, as Canadian Prime Minister Mark Carney and Indian Prime Minister Narendra Modi held a productive meeting on 17 June 2024.

Reopening Diplomatic Channels

In a move aimed at healing nearly two years of strained relations, both leaders announced their agreement to appoint new high commissioners to replace those withdrawn during a row sparked by accusations of India’s involvement in the assassination of Hardeep Singh Nijjar, a Sikh separatist, on Canadian soil in 2023.

A Warm Welcome at the G7 Summit

The meeting took place against the picturesque backdrop of the Canadian Rockies, where Carney warmly welcomed Modi as a guest at the G7 summit. Carney’s office stated that their discussions were focused on restoring regular diplomatic services that had been affected by the escalating crisis.

Modi highlighted the importance of Canada’s relationship with India, expressing confidence that both nations would work together across various sectors to achieve progress.

  • The two leaders reaffirmed a commitment to mutual respect and the rule of law.
  • They touched on global issues, including energy security and artificial intelligence, while acknowledging their roles in fighting transnational repression.

Context of the Diplomatic Row

Canada’s relationship with India soured after allegations of Indian involvement in Nijjar’s murder sparked a diplomatic crisis. In response, Canada expelled six Indian diplomats and suspended in-person services at its missions in India, except for the embassy in New Delhi.

While Canada boasts the largest Sikh population outside India, many in the community voiced concerns over Modi’s visit, citing the need for accountability regarding human rights issues in India.

Protests and Political Tension

As the summit unfolded, protests erupted in cities like Calgary, where demonstrators expressed outrage over Modi’s presence, urging that conditions should have been set prior to his invitation. The left-wing New Democratic Party also denounced the invitation, emphasising that ongoing engagement with Modi should not come without accountability.

Despite these protests, the meeting between Carney and Modi appears to signify a new chapter in India-Canada relations, with both countries aiming to build on their cultural ties and economic partnership despite past tensions.
