SINGAPORE—The city-state is grappling with a rise in drug-related offences as two men face multiple charges linked to Class A controlled substances. The cases, which feature an American and a local, highlight ongoing efforts by authorities to combat drug trafficking and usage.

Harting Chitty Harold Ivan’s Charges

Thirty-five-year-old Harting Chitty Harold Ivan from the United States was charged on 15 September 2024 after allegedly possessing a vape device with a substance containing tetrahydrocannabinol (THC), a major psychoactive compound found in cannabis. This incident took place on 16 April 2024 at Marina One Residences.

  • Allegations include:
  • Possession of a vape device with THC.
  • Attempting to obtain more vape devices containing Delta-8-tetrahydrocannabinol.
  • Consumption of drugs like 11-Nor-delta-9-tetrahydrocannabinol-9-carboxylic acid.

If found guilty, he could face up to 10 years in prison, hefty fines, or both.

Lim Heong Sheng’s Accusations

On the other hand, 47-year-old Lim Heong Sheng has been charged with possessing vape cartridges that contained methamphetamine and MDMB-4en-PINACA, a synthetic cannabinoid. This incident occurred on 16 January 2024 at a parking lot in Jurong West.

  • Illegal possession of ammunition—a 7.62mm hollow point round.

Similar to Ivan, Lim faces severe penalties if convicted, including up to 10 years of imprisonment.
