Michael Anthony Pillay Charged with Corruption in HSA Vape Raid Scandal

In a stunning revelation, Michael Anthony Pillay, a 34-year-old enforcement supervisor for a company contracted by the Health Sciences Authority (HSA), stands accused of soliciting bribes related to vape raids. Charged in court on 5 September 2024 under the Prevention of Corruption Act, Pillay is alleged to have sought S$8,000 from Chua Wee Ming, a 34-year-old Malaysian linked to a vape stash worth over S$6 million.

Allegations of Bribery

The Corrupt Practices Investigation Bureau (CPIB) has detailed that Pillay attempted to obtain bribes on multiple occasions this year. In return, he promised Chua exclusive information about HSA raids targeting vape products.

  • Pillay worked for WSH Experts, a private agency assisting HSA’s tobacco regulation unit.
  • Chua allegedly imported hundreds of thousands of vaporisers into Singapore, leading to serious legal repercussions.

Smuggling Operations Exposed

Chua is heavily implicated in the smuggling and distribution of vape products, reportedly coordinating with multiple accomplices to oversee a significant stash. This involved enlisting a 38-year-old man to smuggle vapes and a fellow Malaysian to conduct surveillance on the warehouse where the confiscated vapes were stored.

Both these accomplices have already been sentenced for their roles in the operations.

Ongoing Legal Proceedings

Chua has been remanded since October 2024 and faces over 20 charges, with a pre-trial conference scheduled later this month. Meanwhile, Pillay’s case is set to resume on 3 October 2024. If found guilty, he faces a possible sentence of up to five years in prison and a fine of up to S$100,000—both outcomes serving as a strong deterrent against corrupt practices.
