National Service Allowances and Initiatives Enhanced for 2024

As Singapore gears up for more robust support for its National Servicemen, the Ministry of Defence (MINDEF) has announced significant enhancements to allowances and mental well-being initiatives. Starting from 1 July 2024, full-time national servicemen across the Singapore Armed Forces (SAF), Singapore Police Force (SPF), and Singapore Civil Defence Force (SCDF) will see their monthly allowances elevated by S$35 to S$75 (approximately US$26 to US$56), translating to a rise of about four to five per cent for most. This adjustment aims to support the personal upkeep of servicemen while acknowledging their invaluable service.

According to Senior Minister of State Heng Chee How, this marks the fourth adjustment in ten years, with the last increase recorded in July 2023, which saw allowances raised between S$125 and S$200 depending on rank and vocation. For example, a recruit or trainee will now receive S$790, an increase from S$755, while a corporal in various operational roles, such as a naval diver or firefighter, will earn S$1,290, up from S$1,250.

Enhanced Medical Classification System

In a move to better categorise each serviceman’s medical fitness, MINDEF is redesigning its medical classification system, departing from the binary model of combat-fit and non-combat-fit. Mr Heng emphasized that this new system would allow for a more nuanced assessment of servicemen, enabling them to be matched more effectively to operational roles. Since the initiative began in 2022, around 300 pre-enlistees have undergone functional assessments, with two-thirds able to contribute across a wider range of roles.

Prioritising Psychological Well-Being

Further demonstrating their commitment to National Servicemen’s welfare, MINDEF has emphasised mental health initiatives, including the pilot deployment of roving care teams consisting of psychologists and counsellors. This initiative partners directly with unit commanders to enhance care after Basic Military Training (BMT). With a projected budget of S$23.4 billion for financial year 2025—up 12.4 per cent—a variety of mental health initiatives have been rolled out, including e-learning modules aimed at fostering a positive workplace culture within the SAF.

New Facilities to Enhance NS Experience

The coming years will also see significant upgrades to facilities. The new Central Manpower Base (CMPB), set to open progressively from May 2025, seeks to replace the existing one at Depot Road. This integrated
