Chinese National Charged with Kidnapping in Johor Bahru

In a troubling case that underscores cross-border crime, a 22-year-old Chinese national, Huang Xiaonan, is set to face charges in Johor Bahru for the alleged kidnapping of a 15-year-old student in Singapore.

Circumstances of the Case

The incident reportedly occurred on 24 November 2023, when Huang allegedly took the teenager to a hotel in Jalan Station. Preliminary investigations by Singapore Police indicated that the victim had left Singapore voluntarily but did not return home or attend school the following day.

  • Date of incident: 24 November 2023
  • Date of missing persons report: 25 November 2023
  • Date of arrest: 26 November 2023

The girl’s father, a Chinese national, lodged a missing persons report when she failed to turn up at school, resulting in the subsequent investigation by both Singapore and Malaysian police. She was eventually located in Kuantan, Pahang, during a police raid.

Legal Proceedings

On 5 December 2023, Huang claimed trial for the charge under Section 365 of the Penal Code, which prohibits kidnapping or abduction for wrongful confinement. The offence carries severe penalties, including a prison term of up to seven years and possible fine.

Deputy Public Prosecutor Nur Ameerah Allaudeen argued against bail, highlighting the risk of Huang absconding due to his lack of familial ties in Malaysia. While Huang’s defence counsel appealed for bail, citing his cooperation during investigations, the court ultimately decided to deny it, planning to revisit the case on 27 January 2025.

Implications

This case raises significant concerns about the safety of young students studying abroad and the responsibilities institutions have in safeguarding their welfare. As authorities investigate further, many are left wondering about the measures in place to protect students from similar situations in the future.
