In a significant boost for residents of older Housing and Development Board (HDB) flats, the Singapore government has allocated over S$407 million for the next round of the Home Improvement Programme (HIP). This initiative, which aims to enhance the living conditions of households, will benefit more than 29,000 flats dating back to 1997 or earlier across the nation.

Announced by Minister for National Development Desmond Lee on 16 February 2024, the HIP will go towards structural improvements, bathroom upgrades, and senior-friendly additions for residents. Selected blocks include areas in Bedok, Chua Chu Kang, Jurong West, Tampines, and more.
What’s Included in the Upgrades?
The upgrades encompass essential and optional improvements:
- Essential improvements: Fully funded by the government, includes safety repairs such as spalling concrete and pipe replacements.
- Optional improvements: Heavily subsidised with homeowners paying as low as five per cent, covering upgrades like new toilets and anti-slip flooring.
Additionally, the programme includes the Enhancement for Active Seniors (EASE), which offers fittings such as grab bars and foldable shower seats. This initiative stems from the growing need to accommodate an ageing population within their familiar communities.
Community Sentiment and Impact
Local MP Patrick Tay emphasised the importance of these upgrades during a recent event, noting that these enhancements will mark Pioneer constituency’s first foray into the HIP. Resident Alan Tan, 60, shared his gratitude for the impending improvements that promise increased safety for his elderly parents.
“The toilet has some wear and tear, and it is especially slippery. I heard that there will be anti-slip flooring in the toilet, so I’m glad they are doing this,” said Mr Tan.
