Service Disruptions on Circle Line: What Commuters Need to Know

Singapore’s Circle Line (CCL) is set to undergo significant service disruptions from 17 January to 19 April 2024, as essential tunnel strengthening works commence. Acting Transport Minister Jeffrey Siow has urged regular commuters to plan alternative routes amid these changes.

What to Expect

During this three-month period, only one platform will be operational at Mountbatten, Dakota, and Paya Lebar stations. This means that commuters may experience increased travel times of up to 30 minutes during peak hours due to reduced train frequency.

  • Trains between the affected stations will operate at 10-minute intervals.
  • Alternative routes suggested include taking the North East Line from the northeast to Outram Park, then switching to the East-West Line.
  • Peak hour services between HarbourFront and Paya Lebar will also be reduced to approximately three minutes.

Preparation for Commuters

To help users navigate the changes, shuttle bus services began on 5 January 2024, targeting areas like Serangoon, Tai Seng, and Paya Lebar. The Land Transport Authority (LTA) has prepared additional resources to assist commuters:

  • Posters and banners will be displayed across affected stations to inform passengers of the changes.
  • Approximately 500 staff members will be deployed to help guide commuters during the disruption.
  • Queue management measures have also been implemented at busy stations.

The Rationale Behind the Works

The repairs are necessary due to a phenomenon called tunnel squatting. This deformation occurs when the soft clay surrounding the tunnels compresses beyond acceptable limits, risking structural integrity—a safety concern for the daily commuters.

According to LTA representatives, even though there are currently minor defects, precautionary strengthening measures will be taken to ensure the sustainability of rail services.

Despite the unfortunate timing coinciding with the Chinese New Year period, Minister Siow expressed that “there’s no perfect time” for such essential works but emphasized the importance of completing the task safely and swiftly.

Commuters are encouraged to test out the new shuttle bus routes prior to the full disruption, ensuring a smoother transition during the works. “I appreciate our commuters’ understanding,” he said, recognising the difficulties that come with altering daily routines.
